GGU-SLAB: "Assign" menu item

After completely processing the interpolation mesh the subgrade reaction moduli associated with the interpolation mesh can be assigned to the FEM mesh.

Because no undo is possible after assigning the subgrade reaction moduli, it is expedient to save the file beforehand.
