GGU-RETAIN: Double-bounded surcharges (passive side)

Double-bounded surcharges on the passive side can be modelled using two bounded surcharges (also see “Theoretical principles: Double-bounded surcharges (active side)”). Double-bounded surcharges on the passive side were only implemented due to the better graphical representation.
